HR Manager

Hire an HR Manager through RFS. We place HR managers at VC-backed startups building people infrastructure from scratch. 29-day average time to hire.

What is an HR Manager?

An HR Manager owns the people operations infrastructure at a growing company — employee relations, benefits administration, compliance, onboarding, performance management, and policy development. At a startup, the HR Manager is often the first dedicated people hire, building systems from scratch rather than inheriting them from a larger organization.

At what stage should you hire an HR Manager?

Most startups hire their first HR Manager at Series A or when the team exceeds 30–40 people and informal people management starts creating legal, cultural, or compliance risk. Before 30 people, founders or an office manager often handle HR. After 50, a dedicated HR manager is no longer optional — it's a liability issue.

Common titles for this role

  • HR Manager
  • Human Resources Manager
  • People Manager
  • HR Business Partner
  • HR Generalist
  • Senior HR Manager

Typical background

Strong startup HR Managers have worked at companies that went through rapid growth and scaling — ideally from 30 to 150+ employees. RFS looks for candidates with SHRM-CP or PHR certification, hands-on experience with multi-state compliance, and a track record of improving retention and reducing people-related risk.

What does an HR Manager do at a startup?

  • Manage the employee lifecycle: onboarding, offboarding, performance reviews, and terminations
  • Administer benefits programs and manage vendor relationships (health, 401k, PTO)
  • Ensure compliance with federal and state employment law
  • Handle employee relations issues and resolve workplace conflicts
  • Develop and communicate HR policies and the employee handbook
  • Support recruiting: partner with hiring managers on job descriptions, offers, and compensation benchmarking
  • Build and report on people metrics: headcount, attrition, time-to-hire, engagement

Key skills and qualifications

  • 3–7 years of HR experience, ideally at a high-growth startup or scale-up
  • Working knowledge of federal and multi-state employment law (FLSA, FMLA, ADA)
  • Experience with HRIS systems: Rippling, Gusto, BambooHR, or Workday
  • Ability to handle sensitive employee situations with discretion and empathy
  • SHRM-CP, PHR, or equivalent certification preferred
  • Comfort building processes from scratch rather than inheriting existing frameworks

Why hire your HR Manager through RFS?

  • We place HR managers at startups building people ops from the ground up — we know what the first people hire needs to be able to do
  • 29-day average time to hire — a role that touches every employee is too important to leave open for months
  • Pre-vetted for compliance knowledge and startup adaptability — not just HR generalists from large enterprises
  • 300+ placements across every function at VC-backed companies
  • No upfront fees — you pay only when we successfully place the right person
