What is an HR Manager?
An HR Manager owns the people operations infrastructure at a growing company — employee relations, benefits administration, compliance, onboarding, performance management, and policy development. At a startup, the HR Manager is often the first dedicated people hire, building systems from scratch rather than inheriting them from a larger organization.
At what stage should you hire an HR Manager?
Most startups hire their first HR Manager at Series A or when the team exceeds 30–40 people and informal people management starts creating legal, cultural, or compliance risk. Before 30 people, founders or an office manager often handle HR. After 50, a dedicated HR manager is no longer optional — it's a liability issue.
